The policy paper should:

-state its purpose,

-list a set of objectives for the state in question,

-analyze the strategic environment in which the state in question exists and operates including the challenges and the opportunities this environment present

-lay out a plan for the state in question to deal with the challenges it faces, and how to capitalize on the opportunities it has to achieve its objectives,

-describe the methods that the state in question can use to achieve its objectives,

-formulate scenarios of  the possible reactions of other states to this strategy.
