1-2 Final Project Milestone TWO: Agency Needs Assesment

Overview:

In Milestone One, you selected an agency and developed an issue statement regarding a need of that agency. In this milestone, you will incorporate your Milestone One work into the Overview of Community and Need section and then research the need described in your issue statement and produce a literature review that lists the resources you consulted. There will be research to be performed for this milestone. This will be the second of three milestones that lead to a successful capstone completion. Once you have researched, identified, and located the articles for your literature review, you need to analyze them and organize them before you begin working on your outline. You should organize these articles to best help you formulate evidence-based recommendations that will make a positive difference in the agency.

You will submit your agency needs assessment, which includes a literature review with a brief synopsis of each resource you plan to use for the findings and recommendations report. You should use both primary and secondary sources, evaluate how these sources relate to your issue, develop criminological theories, discuss any ethical impact, describe any technological impact, and provide a review of the literature on the issue. Your findings and recommendations report (Milestone Three) will include the statement of need, program recommendations, goals and objectives, staffing/administration/resource needs, and evaluation plan.

Capstone Component 1: Agency Needs Assessment

I. Overview of Community and Need:
This section should serve as the foundation for presenting your agency needs assessment; it is your opportunity to comprehensively describe the selected agency and its identified need. Overall, it is important to include any information that is pertinent for comprehending the agency and need. It is up to you to establish a robust context for understanding and responding to the agencys need.

II. Communication with the Agency:
This section should include a summary of your research in addition to any correspondence between you and your selected agency that has occurred up to this point in the term. This will include the agencys description of its need and why it is a need, as well as the research you conducted with the agency to obtain additional information about the need, such as why the need is present and what resources were previously used to attempt to address the need. While conducting interviews with the agency, use the interview consent form provided in the course materials. Remember: If you are not able to get in contact with an agency, you may use the agencys website and the agencys mission and vision for the foundation of your project.

III. Gathering Community Information (Methodology):
Your methodology for this project is a brief systematic literature review. In this section, discuss how you collected your information and provide justification for your chosen method(s). Describe step-by-step for the reader how you conducted your brief systematic literature review so that the reader could follow your methods if they wanted to replicate the study.

IV. Literature Review:
Using primary and secondary sources, provide a brief review of the literature and an evaluative review of the topic. What does the literature say about the topic, and how will you utilize this information? Through a review of the literature, your evaluation should include but not be limited to the relationship of the following to your topic:

A.  The application of criminological theories B.  Ethical impact C.  The impact of the organizational culture D.  The impact of technologies E.  Previously attempted interventions in other agencies around this issue and their success (or lack thereof)

B.  What resources and interventions currently exist in the agency? C.  Provide a description of the impact the current resources and interventions are having on the agency. Are they effective? Why or why not? D.  What obstacles exist in the agency that prevent impacting or addressing the problem?

The paper must involve a topic specific to law enforcement. This means any topic related to any type of policing (local, state, federal), women in law enforcement, use of force issues, police ethics, court rulings affecting police behavior, etc. General topics of criminal justice including juvenile delinquency, domestic violence, etc. are not acceptable unless they are about law enforcements response to these problems.
2) Use in-text citing (APA format) for your sources. In-text citing involves typing the author’s last name and copywrite date or page number (for a direct quote) for information gained from your sources, even if you paraphrase. To complete an in-text citing, observe the following:
In 2014, the city of Norfolk reported a total of 10,000 Part I Offenses including homicide, rape, robbery, assault, burglary, larceny and motor vehicle theft (Mueller, 2014).
In your bibliography, you would cite, in alphabetical order by the author’s last name, the source where this information came from:

If your sentence includes a direct quote, the quote should be within quotation marks followed by the authors last name and the page number from your source on which the quote is located:

Long quotes (direct quotes over 4 lines long) should be indented and single spaced.
3) Use only scholarly sources to describe your crime problem. Do not cite information using Time, U.S. News and World Report, newspaper articles, textbooks from college courses, websites whose information cannot be verified such as Amnesty International, COPwatch .org, etc. Do not use your required classroom textbook or any other material handed out in class as your sources. Your sources must be recent. Except for explaining something in an historical context, do not use sources older than 2-3 years. There is constant publication of books and journal articles related to law enforcement and your paper should reflect current thoughts.
