A 3-page, typed paper corresponding to the issues identified below is required each week throughout the semester. Papers must be typed (size 12 font) and double spaced with top, bottom, and side margins of at least one inch, and they must not exceed three pages. Papers are due at the beginning of the class period for which they have been assigned. Late papers and electronic submissions will not be accepted. A fourth, blank page must be stapled to the 3-page paper. Approximately 10 minutes will be left at the end of each class period during which you will be asked to write on the blank page whether the thoughts expressed in your 3-page paper have been altered in any way as a result of the class discussion and explain why or why not that is the case. The 3-page papers will be graded based on: (1) how well they integrate relevant readings; (2) the substantive analysis provided, including use of relevant principles and facts; and (3) writing style. The thoughts expressed following class discussion on the attached blank page also will be considered in the assigned grade. Papers will be evaluated on a 10-point scale: 10-9=A; 8.5-8=B; 7.5-7=C; 6.5-6=D; 5.5 or below =F. The grade received on the weekly papers will represent 75% of the course grade.

Feb. 17 The Rights of Juveniles: First and Fourth Amendments; Juvenile Justice
The parents of children attending Windham Middle School have been asked to vote on a policy that would require all enrolled students to be subject to random drug testing. School officials were concerned about drug use among students because of several recent cases involving the sale of drugs on school grounds and teachers reports that some students periodically attend class under the apparent influence of drugs. Based on the adverse health consequences of drug use, and its negative impact on the learning environment, a proposal has been made to the School Board to select 20 students each week randomly from the 500-student Middle School, and to require the chosen students to submit a urine sample for testing for illegal drugs. The proposed drug-testing procedures are modeled after those approved by the Supreme Court in Vernonia School District 47J v. Acton. Students testing positive for illegal drugs would be required to take a special class in substance abuse, to participate in counseling, and on occasion to undergo additional drug testing. Assume that you are the parent of a child enrolled in the middle school. How will you vote on this proposal?  Why?

Ensuring the Successful Re-entry of Former Prisoners

In a report conducted by the Re-Entry Council, it was found that virtually every person incarcerated in a jail and 97% of those incarcerated in prisons in the United States will eventually be released. This results in nearly 650,000 people being released from prisons and over 7 million different individuals being released from jails in this country each year. However, approximately two out of every three people released from prison in the United States are re-arrested within 3 years of their release.

the zipped .pdf, you now have a better understanding of the issues surrounding the creation of public policies and agency practices when attempting to re-integrate prisoners into the community– successfully. For this discussion, address the following topic:

You just received a federal grant to host a re-entry program.  What would your program look like?  What would be the key aspects of your program that would help the participants successfully integrate and not become a statistic by being re-arrested?

Just as gangs pose a threat to law enforcement agencies in free society, Security Threat Groups (STGs) pose a threat to the security of an incarceration facility for correctional agencies. The same individuals that are members of gangs in free society comprise the membership of a STG in prison.

In your initial response, define what constitutes a STG in an incarceration facility. Next, discuss the reasons why inmates that were not part of a gang in free society may decide to join a STG while incarcerated. Finally, identify at least one strategy that correctional administrators might implement to control and monitor STGs within a correctional facility.

Instructions: Analyze the role of community corrections to address the needs of special populations (e.g., elderly, severe medical issues, mentally impaired, etc.). When conducting your analysis consider those special correctional populations that are more appropriately served with community corrections supervision instead of incarceration.

Intelligence Report

Imagine that you are a member of a law enforcement agency and you have received several pieces of raw intelligence from different sources (Suspicious Activities Reports or SARs), which, when taken together, point to a potential threat from a specific adversary. Your job is to create a clear and comprehensive report that analyzes the intelligence from the SARs in order to pass it on to the appropriate agency. You should structure your report so that the agency, in turn, can respond to the threat in a way that is effective and appropriate given what you have learned. The finished report should sort the information chronologically, funnel it down to a specific adversary, identify the potential target(s) for the adversarys activities, assess the level of threat, and make suggestions about what can be done to counter the threat and protect critical information so that the adversary does not change the target. Because most intelligence is fragmented, you will need to read all of the SARs carefully in order to gather the necessary information for the finished intelligence report. Remember to use direct language and employ criminal justice terminology appropriate for the type of threat being assessed and the receiving agency. Accuracy and appropriate grammar are also essential for the reports credibility.

2-3 Pgs. Legal Policy Paper APA Format.

Overview: For this assignment, you will write a short paper addressing the controversial issue of obtaining a fair cross section of jurors to serve on a jury.

The continuing underrepresentation of some groupsincluding minorities, young adults, and the poorremains a concern in attempting to create a fair cross section of the community represented on juries. One reason for this underrepresentation is obvious racism, bigotry, and prejudice. Another reason is that the poor often cannot afford to be on juries, because they will miss work and be compensated at a much lower wage to serve on the jury. Social class plays a strong role in conflict theory, as the theory suggests socioeconomic status directly affects the selection of jurors and the disparity in social class of those incarcerated in this country. Often, attorneys use peremptory challenges to exclude jurors, which require no show of cause or reasonable grounds to exclude. These peremptory challenges are often utilized when a juror seems apathetic or disinterested in the process. Peremptory challenges are limited in number, whereas challenges for cause (some type of conflict, bias, or affiliation with the involved parties) are unlimited.

Prompt: Address the following critical elements in your paper:

 1. Issue Presented: Summarize the issue in the form of a brief one-sentence question.

2. Short Answer: Provide a short answer which summarizes the conclusion of the paper.

3. Statement of Facts: Describe how the issue may negatively affect public perception of the criminal justice system.

4. Discussion: Provide a brief discussion of the issue, including the recent history of the issue and any legal precedents related to it.

5. Conclusion: Provide a conclusion based on the details of the issue outlined in the Discussion section.

6. Recommendations:

a) What recommendations should be in place to make sure that the jury pool contains a fair cross section of the community?

b) What are types of evidence-based practices can be employed to have people of lower socioeconomic status more willing to serve on a jury?

c) Based on your analysis of the issue using conflict theory, what are the best practices to ensure random selection of individuals to serve on a jury?

d) Address what the impact of this issue is on the criminal justice system. Are more organizations than only courts affected by this?

Include examples of the impact on the different branches of the criminal justice system. Reference your course readings in your submission to support your answers.
